The Government of India has launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY), an employment-linked incentive scheme aimed at creating millions of formal jobs across the country. The scheme, launched on August 15, 2025, provides financial incentives to both employers and first-time employees to promote formal employment and strengthen social security coverage.
The PMVBRY is designed to:
Encourage employers to generate additional employment opportunities.
Formalize employment across sectors, especially manufacturing.
Provide financial support and social security benefits to first-time employees.
Promote skill development and financial literacy among new entrants to the workforce.
The government expects the scheme to create over 3.5 crore jobs in the next two years.
Eligibility:
First-time employees who have never contributed to the Employees' Provident Fund (EPF) before August 1, 2025.
Employees joining the workforce between August 1, 2025, and July 31, 2027.
Incentive:
A one-time payment of up to ₹15,000 (equivalent to one month's average wage, Basic + DA).
Payment is disbursed in two installments:
First installment: After completing 6 months of employment.
Second installment: After 12 months and completion of a financial literacy course.
Payment Method:
Direct Benefit Transfer (DBT) via Aadhaar Bridge Payment System (ABPS).
Employee Registration:
Employees can register and generate a Universal Account Number (UAN) using the UMANG App with Face Authentication Technology.
Objective: Encourage employers to hire additional employees and support workforce expansion.
Incentive:
Up to ₹3,000 per month per new employee for at least 6 months.
Duration: 2 years for general establishments; 4 years for manufacturing sector establishments.
Eligibility:
Small establishments: Must hire at least 2 additional employees.
Large establishments: Must hire at least 5 additional employees.
