The Karnataka state government has launched the application process for free and subsidized housing schemes in 2025, aiming to provide permanent shelter to homeless and economically weaker families across the state. Through multiple housing initiatives, the government plans to ensure "Housing for All" and significantly reduce homelessness.
The housing schemes are being implemented through the Rajiv Gandhi Rural Housing Corporation Limited (RGRHCL). These programs primarily target SC, ST, OBC, minority communities, BPL families, and Economically Weaker Sections (EWS) in both rural and urban areas.
The key housing schemes available in 2025 include:
Basava Vasati Yojana
Rajiv Gandhi Housing Scheme
Ashraya Housing Scheme
Each scheme is designed to support different categories of beneficiaries with financial assistance, land allocation, and housing subsidies.
Basava Vasati Yojana focuses on homeless families in rural and urban Karnataka. Under this scheme:
Housing subsidy ranging from ₹1.20 lakh to ₹1.50 lakh
Access to bank home loans with 3% interest subsidy
Priority given to houses registered in the name of women
This scheme mainly serves rural households and is linked with the Pradhan Mantri Awas Yojana (PMAY).
Financial assistance up to ₹2.5 lakh
Joint funding by the Central and State Governments
Reduced construction costs and fee exemptions
The Ashraya scheme is targeted at urban EWS families.
Housing assistance of up to ₹1.5 lakh
Government support for land allocation, where applicable
The Karnataka government aims to:

Reduce homelessness by nearly 25% across the state
Special initiatives include earthquake-resistant house designs and mandatory registration of houses in the woman beneficiary's name.
Applicants must meet the following conditions:
Must be a permanent resident of Karnataka
Annual family income should not exceed ₹32,000
Applicant should not own a pucca (permanent) house
No family member should be a government employee
Preference for SC/ST/OBC/minorities, disabled persons, and widowed women
In rural areas, if the applicant does not own land, the government will allot 120 square feet of land.
