The Tamil Nadu government, through the Tamil Nadu Construction Workers Welfare Board (TNCWWB), is continuing its Housing Construction Financial Assistance Scheme, under which eligible construction workers can receive up to ₹4 lakh to build their own house. The scheme has been in force since 2021, but awareness among workers remains limited.
This scheme aims to provide safe and permanent housing for registered construction workers belonging to the unorganised sector.
To avail benefits under the Construction Workers Welfare Board Housing Assistance Scheme, applicants must meet the following conditions:
Must be a registered member of the Tamil Nadu Construction Workers Welfare Board
Membership must be continuously renewed for a minimum of three years
Annual family income should not exceed ₹3 lakh
The worker or family members must not own a concrete (pucca) house
If the worker owns land, it must have:
A minimum area of 300 sq.ft or 28 sq.m
Clear legal ownership with valid patta
Workers without land may be considered for house allotment through the Urban Habitat Development Board
Maximum assistance: ₹4,00,000
Assistance is provided for house construction, not as a fully built free house
The amount is credited to the beneficiary's bank account after verification
The Labour Department has also announced the issuance of Smart Cards for all registered welfare board members.
Members must upload:
Recent photograph
Signature or thumb impression
Deadline for upload: December 30
Smart Cards will be:
Distributed through welfare board offices, or
Sent via courier to the registered address
Applicants must submit the following documents online:
Welfare Board Registration Card (renewed)
Aadhaar Card (including family members)
Ration Card
Bank Passbook
Income Certificate (below ₹3 lakh)
Land Patta (if applicable)
Passport-size Photograph

Workers who newly registered in 2025 will become eligible only after 2028
Regular renewal of welfare board membership is mandatory
Land must be free from legal disputes or encumbrances
